Serbia has been battered by two storms: first there were mass floods; 
then a wave of terrifying Internet censorship, which has included 
denial-of-service attacks, arrests over Facebook discussions of the 
flood casualties, and ISPs mysteriously shuttering websites critical 
of the government.
